Mystery Booster Commander Rulebreaker Commanders Explained

Wizards introduces Rulebreaker as a new ability word in Mystery Booster Commander Edition to flag commander abilities that modify deck construction before a game begins. The name is playful, but the rules text is precise: each Rulebreaker line applies only if that card is your commander, functions only before the game starts, and does not override format restrictions it does not mention. Understanding those boundaries keeps Seluma, Light of Aysen players from accidentally claiming Singleton violations and prevents Tolabow, Loch Rascal decks from running off-color creatures by mistake.

Rulebreaker debuted alongside roughly sixty new designs previewed at Gen Con 2026, where Lead Designer Gavin Verhey emphasized commanders that “baffled” internal teams while exciting Commander audiences. Several headline Rulebreakers appear in official release notes; this guide explains their deckbuilding impact for both Commander Draft pods and future Constructed Commander lists once eternal legality begins after Festival in a Box: Atlanta 2026.

Core rules principles

Release notes state three pillars worth memorizing:

1. Commander designation required. The Rulebreaker effect applies only if the card with Rulebreaker is designated as your deck’s commander.
2. Pre-game only. These are deck construction modifiers, not mid-game emblems—though some commanders also have combat abilities that matter after shuffling.
3. Explicit scope. Rulebreaker does not negate unrelated restrictions. In Constructed Commander, Seluma may add black Angels but still cannot run a second copy of a nonbasic land. Whtz removes maximum deck size but Constructed Commander still requires minimum one hundred cards unless house rules say otherwise—and Whtz’s own text removes maximum, not minimum.

Rulebreaker commanders become legal in Commander, Legacy, and Vintage with the rest of MBC 1–60 after Atlanta Festival in a Box fulfillment. They are not Modern, Pioneer, or Standard legal.

Seluma, Light of Aysen — Angels across colors

Seluma, Light of Aysen ({4}{W}) is a 4/4 Angel Warrior with flying and a combat trigger returning Angel creature cards from your graveyard. Its Rulebreaker line reads: A deck with this commander can have Angel cards of any color identity and any basic land cards.

Practically, you may include Angels whose color identity includes black, red, blue, or green—Fallen Angel appears in release notes as an example—while still respecting other deckbuilding rules. You cannot interpret Seluma as permission for non-Angel off-color spells. In Commander Draft, duplicates of strong Angels are viable because multiples are allowed.

Whtz, the Bibliophile — library size uncapped

Whtz, the Bibliophile ({1}{W}{U}) is a 1/3 Homunculus with an activated draw-and-gain-life ability whose cost reduces if you started with two hundred or more cards. Rulebreaker removes maximum deck size for decks with Whtz as commander.

In Constructed Commander, this enables mill-adjacent strategies and comedy decks north of one hundred cards—bring sleeving patience. The discount clause rewards truly massive libraries. Whtz does not remove copy limits or color identity rules.

In Commander Draft, you still only have sixty picked cards plus basics unless house rules inject extra cards—Whtz’s Rulebreaker matters most when building eternal lists after opening product outside draft constraints.

Tolabow, Loch Rascal — one extra instant/sorcery color

Tolabow, Loch Rascal ({2}{U}{U}) is a 3/2 Otter that creates prowess Otter tokens when you cast instants and sorceries. Rulebreaker grants two flexibilities: choose one color not in Tolabow’s identity to expand instant and sorcery inclusion only, plus any basic lands.

Release notes walk through examples: with green chosen, Giant Growth and Memory’s Journey may be included, but Wild Hunger—green instant with red flashback—is excluded because red is not the chosen extra color and the card’s identity includes red. Creatures and other types remain bound to Tolabow’s native blue identity.

Declare your chosen color during deckbuilding before game one. Tolabow’s token trigger resolves before the spell that caused it, even if that spell is countered.

Valko Indorian — Phyrexian type across colors

Valko Indorian ({3}{B}) is a 2/4 Human Wizard granting Phyrexian creatures you control menace and lifelink. Rulebreaker allows Phyrexian cards of any color identity plus any basics.

Important clarification from Wizards: Phyrexian here refers to the creature type, not Phyrexian mana symbols or Phyrexian-language printings. You cannot run arbitrary black spells; you expand Phyrexian creature slots across colors.

Other Rulebreaker legends in the set

Release notes also highlight The Everforger (artifact creatures and Equipment of any identity), Maular, the Next Evolution (creatures with mana value seven or greater of any identity), and The Unluckiest Planeswalker (Auras of any identity). Each follows the same principle: expanded card category plus basics, not a free-for-all on every card type.

Rulebreaker versus partner and duplicates

Partner and the MBC partner exception affect which commanders you may have, not automatically which off-identity cards you may include—that requires Rulebreaker on the designated commander.

Duplicates in Commander Draft can amplify Rulebreaker strategies—multiple mid-cost Angels for Seluma, multiple ramp rituals for Tolabow—but Constructed Singleton still applies one-of limits except basics even when Rulebreaker expands categories.

Draft and eternal strategy tips

During pick-two drafts, take Rulebreaker legends early only when support exists in later packs—Tolabow without instants is embarassing. For eternal Constructed after Atlanta release, verify color identity on deck registration websites; off-identity Angels under Seluma still display Seluma’s white identity on decklists even when black Angels appear inside.
