Mystery Booster Commander How to Use Rulebreaker
Deck construction breaks that only apply when the legend leads your deck.
Rulebreaker is the headline mechanic of Mystery Booster Commander Edition’s new legends—a keyword ability word grouping effects that change Commander deck construction when the card with the ability is your designated commander. Rulebreaker does not grant in-game evasion, counter spells, or combat tricks; it rewrites pre-game deckbuilding restrictions spelled out on each card. Misunderstanding that scope causes illegal decks at MagicCon Atlanta and disappointed drafters who pick Seluma without Angels in pool.
Official release notes emphasize: rulebreaker applies only if the card is your commander before the game begins and only modifies restrictions explicitly mentioned on the card. Everything else—singleton copy limits, minimum deck size in Commander, color identity during gameplay—still applies unless the card says otherwise.
Core rules every table should know
Commander designation required. A rulebreaker legend in the ninety-nine does not activate its construction break. Partners each need their own evaluation: if both have rulebreaker, each break applies only to its own commander slot restrictions where relevant.
Explicit mention only. Seluma allows Angel cards of any color identity and any basic lands. She does not let you play multiple copies of Fallen Angel, ignore the hundred-card minimum, or run off-color non-Angel spells.
Limited versus Constructed. Whtz removes maximum deck size—relevant for constructed brews—but Commander Draft still uses sixty-card main decks. Rulebreaker does not override event deck size rules unless the break explicitly mentions deck size and your format uses that size.
Gameplay color identity unchanged unless stated. Tolabow expands which instants and sorceries you may include during deckbuilding. Mana pip requirements still apply when casting—green instants in a Tolabow deck still need green mana even if Tolabow is mono-blue commander identity for other card types.
Card-by-card construction tips
Seluma, Light of Aysen — Treat every Angel creature card in your collection as a legal inclusion regardless of Angel color identity. Non-Angel cards must respect normal combined commander colors. Basics of any type are allowed. In draft, draft Angels even when mana is sharp; in constructed, this enables black and red Angel payoffs in a white commander deck.
Tolabow, Loch Rascal — Choose one additional color during deckbuilding for instant and sorcery cards only. Oracle text clarifies you cannot add all colors—only one chosen color beyond blue. Memory’s Journey-style hybrid costs become legal when green is chosen; random green creatures are not.
Whtz, the Bibliophile — Removes maximum deck size cap for decks Whtz commands. Standard Commander still requires at least one hundred cards. The activated ability discounts if you started with two hundred or more cards—constructed meme territory, not draft tech.
Valko Indorian — Allows Phyrexian creature cards of any color identity plus basics. Does not legalize all Phyrexian mana symbols or Phyrexian-language printings as generic permission—read release notes carefully when brewing.

Common mistakes
Assuming rulebreaker bypasses the banned list—it does not. Assuming playtest cards become legal—they do not. Building Tolabow with off-color creatures because “rulebreaker feels broken.” Pairing rulebreaker commanders with partners without checking whether construction breaks conflict. Registering decks before verifying legality release timing for constructed events.
Draft-specific advice
Value rulebreaker legends during pick-two only when your pool supports the named categories. Seluma without Angels is a medium flier. Valko without Phyrexians is a gray bear. Tolabow without instants is disappointing. Use commander tiers with rulebreaker support discounted appropriately.
